HSE Reminds Drivers of
Certificates
Clive Dennis, HM Inspector of Health & Safety
for the Health & Safety Executive, has sent out a plea to
industry drivers to carry their ADR driving certificates.
The
duty to ensure that driver’s training certificates,
which form part of the overall documentation that is required
to be carried on transport units in ADR 8.1.2, lies jointly with
the carrier and the driver.
"From time to time, enforcement officers
find that drivers are not carrying their ADR training certificates
in circumstances
where that is a requirement,” said Clive.
"Adequate training
of drivers is essential as part of the overall package that ensures
safety in the transport of dangerous goods
by road. Where a driver does not carry his/her training certificate,
it is very difficult for an enforcement officer to be satisfied
that the driver has had relevant training.
"The issue of a prohibition
notice will always be considered in these circumstances, which
will inevitably be inconvenient at
best, and expensive at worst. In some cases, prosecution action
may be considered.
"I would ask that companies review their systems
and audit procedures to ensure that their drivers always carry
their ADR training
certificates when they should,” he said.
