Boiler Installation Exemptions
Due
The Government aims to reduce CO2 emissions
in the UK by changing the Building Regulations Part L1 and, by
April 2005, most boilers installed in new buildings and extensions
in the UK should fall into the SEDBUK band A or B categories
of high efficiency or condensing boilers.
SEDBUK is the average
annual efficiency boilers achieve in typical domestic conditions.
It is used in calculating the Standard Assessment
Procedure (SAP) rating, the Government’s standard method
for home energy usage evaluation. The Building Regulations require
that every new dwelling be given a SAP energy rating, which must
be displayed in the form of a notice.
However, it is not always
practical to install a high efficiency or condensing boiler in
every circumstance, and the Department
for Environment, Food & Rural Affairs (DEFRA) has indicated
that there will be some small exemptions to the new rules in
the Building Regulations. A panel of relevant organisations,
including defra, the Office of the Deputy Prime Minister, the
Energy Saving Trust and the Heating & Hot Water Information
Council, has advised the Government on what these exemptions
may be.
The exemptions are currently being considered
and a statement is due in late 2004 or early 2005. The new rules
for installing
only high efficiency or condensing boilers will come into effect
in April 2005.
The changes to the Building Regulations Part
L1 will be announced in mid 2005 and become law in January
2006. They will also
include new rules for heating controls and space heating
appliances and
a requirement that heating systems should be cleaned and
inhibitors used.
